I like groups like Te Rōpū Āwhina at Victoria University in Wellington. They're making it easier for Māori and Pacific Island students to achieve as part of a family and community, not just as separate individuals. For people who're coming from an environment where academic talent isn't often highly valued, it's an important support network to have.
By the same token, I'd like to see more education happening out in the communities, too. A community that sees and understands a passion for learning will help to support and nurture it, and eventually benefit from it all the more.
